1) 美國被賦予命令ROC流亡政府歸還 “南投中興新村省政府” 所有建築物給台灣政府的責任。
2) 我們要求美國一定要支持台灣政府發行台灣護照給本土台灣人!
3) 由於缺乏政治力與經濟力，台灣人抗暴能力十分薄弱，只能懇求美國方面的解放與救助!
4) ROC流亡政權旗不得繼續在臺灣上空飄揚，關於台灣懸案(Taiwan Question)貴方主管台灣事務官員應該與我方正式接觸

Mr. President Obama,
We petition the federal government of the USA for doing the following for the inhabitants and their offsprings of Formosa (Taiwan) and the Pescadores.
1. As a principal occupying power of Taiwan, US is entitled the full right of military occupation over Taiwan according to San Francisco Peace Treaty (April 28, 1952; Article 23). Consequently, US has the right to reclaim all of the Provincial Administration Buildings (PABs) in Nantou for Taiwan Government(TG).
2. The establishment of TG has been publicly announced to the world at National Press Club in Washington, D.C. on April 25, 2013, and to the people of Taiwan on July 7, 2014, at the Main Administrative Building of Taiwan Provincial Government of the ROC exiled government according to Taiwan Relations Act (TRA, 1979; Article 15) for the purpose of awakening long-deceived Taiwanese people to the necessity and legality of the Taiwan Government.The 7/7/2014 movement to reclaim the "Taiwan Provincial "building which was meant to awaken Taiwanese people has been well accepted in Taiwan and it's our goal and mission to be able to legally play the role of "Taiwan Authority" as defined in TRA. Hence, TG asks for support of US in granting the right for Taiwan Government to issue Taiwan Passport to the people of Taiwan.
3. It has come to a good timing for the federal Government of the USA to redeem the loss of lives and the damage of properties of the victims of the native Taiwanese before and after the end of WWII (August 15, 1945). As stated in our petition on April 1, 2014 which we have written in tears, the native Taiwanese have become slaves and have been seriously exploited by the exiled ROC regime since October 25, 1945. Because of being in want of political and economic power we can't do much to resist ROC's oppression but ask for your emancipation and salvation!
4. For protecting the national interests of US in the west area of Pacific, for rescuing unalienable human rights and dignity of Taiwanese, we will make every endeavor to fulfill our duty to peacefully expel ROC government-in-exile. Therefore, it is strong desire of Taiwan Government to have negotiations with current "Taiwan Authority" on plenary transformation from ROC government-in-exile to Taiwan Government under US' coordination! Before the bilateral negotiation between Taiwan Government and ROC government-in-exile we strongly request that Taiwanese passport to be legally issued by Taiwan Government, that the flag of KMT (ROC) not to be allowed to fly over Taiwan's sky lest it should mislead the people of Taiwan; and, your office staff who are in charge of Taiwan affairs to contact Taiwan Government formally regarding "Taiwan Issues".
Your attention to this Appeal will be greatly appreciated.

我們為台澎住民及其後代子孫向美國聯邦政府提出如下訴願:
1. 根據舊金山和平條約第二十三條之規定: 美國是台灣澎湖的主要佔領權國，因而被賦予全權佔領台澎的權利，相對地，美國也被賦予命令ROC流亡政府歸還南投中興新村省政府所有建築物給台灣政府的責任。
2. 根據美國台灣關係法第十五條，我們在2013年4月25日，於美國華盛頓的國家記者俱樂部公開對全球各國宣布台灣政府正式成立；又於今(2014)年7月7日，進入南投省政大樓公開針對台灣人民發表台灣政府進駐中興新村的合法性與必要性，用以喚醒長期受蒙騙的台灣人。台灣政府的行動獲得台灣人普遍的贊同，應有能力扮演台灣治理當局的角色。因此我們要求美國一定要支持台灣政府發行台灣護照給本土台灣人!
3. 正如今(2014)年4月1日我們含淚而寫的訴願書所主張: 此時正是美國用錢回饋(補償)二戰結束( 1945年8月25日)前後台灣人生命財產損害的恰當時機。因為自從1945年10月25日起，我們變成奴隸，被中國流亡難民組織嚴重剝削。由於缺乏政治力與經濟力，台灣人抗暴能力十分薄弱，只能懇求美國方面的解放與救助!
4. 為保護美國在西太平洋的國家利益，為挽救本土台灣人各項天賦不可被剝奪的人權及尊嚴，我們願意努力以赴，完成驅逐中華民國流亡政府的任務。因此我們迫切渴望由美國出面協調，撮合台灣政府與流亡台灣之ROC治理當局的政治協商，討論行政高權由ROC移轉給TG的問題。在協商之前，我方希望台灣政府得發行台灣護照，ROC流亡政權旗不得繼續在臺灣上空飄揚，關於台灣懸案(Taiwan Question)貴方主管台灣事務官員應該與我方正式接觸。
