台灣人民依國際法、1952年的「舊金山和平條約」及1979年的美國「台灣關係法」為根據，承認台灣依然是美國佔領保護之下的土地。基於此，台灣人民經過68年的曲折努力，終於在2013年4月25日於美國華盛頓DC的National Press Club (國家記者俱樂部)宣佈台灣政府成立。

 根據2009年4月7日美國聯邦上訴法院之判決文(案號08-5078):「64年來，本土台灣人無國籍，台灣人無國際社會承認之政府，至今仍生活在政治煉獄中」所陳述之事實，凡我海內外台灣人皆應團結起來，運用一切可動員之有形、無形力量，大聲疾呼並提醒國際社會，尤其是美國行政當局、參眾兩院及司法單位、國防部，基於人權、公義之普世價值，回應歷世歷代本土台灣人發自內心深層的呼喚和渴望，協助本土台灣人民早日脫離政治煉獄的桎梏，讓台灣人民得以依照自然法則和上帝的意旨，秉持美國自由、民主、平等的精神，建立高度自治的政府，使得台灣地位正常化，進而成為國際社會成員。
