Statement of the Taiwan Autonomy Government
針對近日Republic of China government in exile流亡政權 馬英九，以《軍事行動》介入日本"沖之鳥島Okinotorishima"經濟海域爭端以及中共陰謀訓練漁民、漁船當成作戰工具的邪惡手段，兹強烈譴責如下：

Regarding the recent "military operations" of the President of the Republic of China government in exile Ma Ying-jeou to interfere in the administration of the disputed Japanese "Okinotorishima area" economic zone, as well as the PRC communist conspiracy to train fishermen, and utilize fishing vessels as a means of warfare and the conduct of other evil practices, we hereby offer our strong condemnation as follows:
1) "Okinotorishima"領海議題自有國際海洋公約規範；在Republic of China government in exile 是不為國際所承認的主權國家前提下，其非但沒有資格議論該領海爭端的資格. 更不該綁架臺日人民根深蒂固的友好關係而配合中共霸權，以《軍事行動》介入該領海爭議而為中共打日本的前鋒；在此、兹強烈譴責這種損人不利己且嚴重踐踏臺灣名譽的行徑。

1) The territorial waters surrounding the "Okinotorishima area" are subject to the norms of relevant international maritime conventions. The Republic of China government in exile is not recognized as a sovereign state by the international community, and according to this premise the ROC is not eligible to discuss matters concerning this territorial waters dispute. Moreover the relations between Taiwan and Japan but should not be kidnapped by the ROC officials, who continually strive to interfere in Japanese affairs, in order to please their PRC masters who are intent on promoting CPC hegemony. The intervention in the disputed territorial waters via “military operations" is just an excuse for the Communist Party to begin an invasion of Japan, and therefore we strongly condemn such acts as resulting in serious violations of Taiwan’s reputation in the international community.
2) 另外，中共長期以來非法在南沙、西沙海礁填海造島大肆擴張、並進而將這些人造島武裝成軍事基地，乃引發鄰近海域國家的強烈憤怒；近日更訓練漁民、漁船作為欲霸佔這些海域的軍事作戰"人肉盾牌"；惡名昭彰的中共早期以"人海戰術"為武器，現今又以民兵"漁船兵團"為盾牌，凡此種種違反人性的卑劣行徑等同恐佈主義、恐佈行為, 這是違反國際法、違背戰爭法的恐佈行為；對此、我們強烈譴責這種破壞國際和平的霸權行為。

2) In addition, the Chinese Communist Party has long been illegally expanding in the Nansha(Spratly) and Xisha Hai Reef Island reclamations, and the communist officials have begun to convert these artificial islands into armed military bases. Nearby countries have expressed strong indignation toward such actions; more recently the training of fishermen, and the utilization of fishing vessels with the desire to use "human shields" to occupy these areas are also causing concern, because such actions are highly improper. Traditionally, the Communists have used the notorious "human wave tactics" as a weapon, now again we see similar tactics in this "fishing vessel militia" strategy. Indeed, all such actions are despicable acts against humanity, and constitute horrendous behavior which is contrary to international law, contrary to the laws of war, and in fact should be considered terrorist acts. In this regard, we strongly condemn this type of CPC hegemony against international peace.
臺灣人民恪遵國際協議、國際法規, 但70年來，在國際社會中一直都未被肯定、 未被接納，臺灣人民在此呼籲國際社會體認以上造成這些國際爭端的原因的同時、也懇求國際社會能正視"臺灣問題"，我們在此強烈呼籲國際社會尤其美國要協助臺灣人民早日建構一個沒有"中國因素"的國家，這絕對是促成國際和平、亞洲安定的最重要元素。

Taiwanese people abide by international agreements, international laws and regulations, but for over 70 years, the international community has not always been positive, or accepting of the people in Taiwan. The Taiwanese people now call upon the international community to recognize the true causes of these many international disputes, and also plead with the international community to face the "Taiwan problem" directly. We hereby strongly appeal to the members of the international community, particularly the United States, to help the Taiwanese people in the early establishment of a country without any "China factor." This will definitely be an achievement for international peace, and a very important element in the continuing efforts to attain stability in Asia.
